"Hi Jumesyn,
Thank you for contacting eBay Customer Service. My name is Honey and I understand that you want to know why you are getting an error about import restriction when trying to bid on the item Don’t worry this is something I can definitely help and happy to assist you with.
We appreciate your effort in contacting us about this. Upon careful review I found out that the reason why you are unable to place a bid on this is because the seller has international buying filters. The international buying filters that I was referring to are automatically added by eBay to your seller's account. Your seller may also not know this. We have these filters because we don't want buyers to enter a transaction where their item may be confiscated if they try to have it shipped to their country or have other customs issues. This filter will differ between item location as well as item destination. This also varies from one seller to another.
I am positive that the information above helps why you cannot place a bid for that item.
Anyway, take care and I wish you all the best of health and your family in your lovely country!
Thank you for choosing eBay and for allowing me to assist you today – it’s been such a pleasure Jumesyn.
We value your business!
Kindest,
Honey T.
