The unprecedented formation of personnel in such a police organization aims for immediate response to various diversifying emergencies and violence, such as crimes abusing advanced technology and international terrorism spurred by recent global political unrest. The presence of rescue personnel with specialized knowledge in particular is expected to be effective in rescuing victims in cases of abusing biological and chemical weapons known as BC Weapons. Furthermore, it is unique that much of the expenses for the creation and maintenance of S.T.A.R.S. are covered by donations. Various businesses have announced their cooperation; such as Umbrella Corp. who are the main sponsor of the "Bright Raccoon 21" project aimed at improving the city's environment for the 21st century.

She is a talented woman who repeated accelerated classes and graduated from university at just 18 years old, with unmatched knowledge concerning chemistry. She has an active personality but is now hardened by the tension and expectations of her first mission, just like a regular rookie.

Within S.T.A.R.S. he is in charge of maintaining and replenishing firearms. He has 16 years experience in this line of work. He is a firearms expert who was transferred from SWAT. He has a quiet personality and a strong sense of justice. He is usually very kind and loves his wife and two daughters. He carries a photo of his family with him at all times.

A biotechnology specialist. He was an executive of a certain major corporation, but took office as Captain of S.T.A.R.S. several years ago. As he rebuilt S.T.A.R.S. when it was on the verge of being dissolved at the time, he is a so-called savior.
The Raccoon Times - THREE NEW KINDS OF MEDICINE DISCOVERED (Page 070)
It turns out that plants growing native to the Arklay Mountains on the outskirts of Raccoon have remarkable medicinal properties. It is said that they are effective not only as raw material for new drugs, but also as herbs. Even botanical discoveries will draw attention from various fields.
A major feature of the three herbs is that they are similar in shape. Opinions at the conference suggest that these three species are subspecies of the same plant
According to a research paper published by Umbrella Corp. researcher Henry Sarton on May 21 in the "Midwestern Science" magazine, three new herbs have recently been discovered. Since their formal and academic names have yet to be determined, they are referred to as "Green Herb", "Blue Herb", and "Red Herb" respectively depending on the specimen's color. The Green Herb restores drops in physical strength caused by injuries and the Blue Herb is a fast-acting antidote to various toxins. Red Herbs are also highly effective as a base when formulating medicines. Umbrella Corp. has announced its policy to use all the power of its pharmaceutical development section to develop new drugs using these herbs.

This afternoon, it was disclosed that the members of the S.T.A.R.S. squad dispatched to the Raccoon forest area have gone missing. Contact has been lost with all 12 squad members and they have absolutely been embroiled in an emergency. P.D. headquarters is struggling with a counterplan.

DID THEY HAVE TROUBLE WITH THE SERIAL MURDER GROUP?
The S.T.A.R.S. squad was recently investigating the series of murders that have terrorized Raccoon citizens. Based on information gathered on the criminal group's hideout, B Team set off by helicopter and went missing, while A Team was dispatched to search for them and apparently failed to contact B Team to verify their helicopter had crashed. It is unlikely that more than one helicopter accident would occur, so speculation has been spreading about the implications with the group of vicious criminals, who appear to lurk nearby and literally kill and eat people. In an unprecedented situation in which a specialist group of elites has completely vanished within the police, there are even growing voices questioning the command of the city police and the capabilities of S.T.A.R.S. itself. Besides the leaders, the following 10 people are missing on both teams.
The Raccoon Times - SELF-DEFENSE RISES RAPIDLY AMONG RACCOON CITIZENS (Page 112)
Despite hearing the news of the missing S.T.A.R.S. squad, the declining peace and order in Raccoon City must be mentioned. A telephone questionnaire conducted by the newspaper found that the majority of citizens were worried. Accompanying this is the purchase of firearms.

SALES IN CITY GUN STORES TRIPLE COMPARED WITH LAST YEAR
To the question "Do you feel anxious and threatened in daily life?", 70% of citizens answered "Yes." To the question "Do you think the police are fulfilling their duties?", only 23% of respondents answered "Yes." Especially in the suburban areas where the bizarre murders occur one after another, only distrust in the police could be heard when asked.
Under these circumstances, considerable damage has spread to all urban industries, including the service industry, but the only boom has been gun stores. Citizens trying to protect themselves and their families without relying on the police have flooded the stores in search of weapons, sending sales sky-rocketing. Looking at all of the city's gun stores, sales have tripled from last year and some stores have even run out of stock. According to gun store owners, the top-selling products are shotguns. Rumor has it that monsters are appearing that cannot be beaten by handguns such as the Beretta, and more powerful guns are gaining in popularity. Among handguns there is also the popular Colt Python which can fire powerful magnum bullets, but it is suited for experienced marksmen since it is expensive and requires skill to handle. Either way, the popularity of firearms is a symbol of a sad situation in which the police cannot be relied on to safeguard the security of citizens.
The Raccoon Times - GRAVE DOUBTS BEHIND THE MYSTERIOUS CASES (Page 122)
The serial bizarre murders and strange monsters no longer have a monopoly on the talking points of Raccoon citizens. It has become clear that a mysterious document of unknown origin has been sent to this newspaper and other leading news organizations, the content of both containing common hidden points.

UMBRELLA CORP. DENIES ALL ALLEGATIONS
According to the document, the "staggering shadows", believed to be the culprits of the serial murders centered in the vicinity of the Raccoon forest area, and the monstrous "Black Devil Hounds" which resemble dogs and have been sighted many times in the area, are claimed to be artificially created biological weapons for military application of biotechnology. It sounds like a story from a novel, but we cannot necessarily say it is a tall tale when considering the testimonies of monsters that are undaunted even when shot. The authors further note that the monsters were created by a "major pharmaceutical manufacturer based in Raccoon." Although not named, it is obvious that this refers to Umbrella Corp. In an interview with this paper, an Umbrella Corp. spokesperson said, "This document is groundless slander filled with malicious intent," criticizing that, "I cannot understand the nerve in reporting based on unfounded rumors." In addition, they said that in order to prove the company's innocence, they will take the wraps off their factory in the city and associated research facilities, declaring "By having impartial inspectors, we will make it unquestionably clear that our company's work is completely legal and benefits the health and well-being of our citizens."
The Raccoon Times - SOLVING THE TRUTH OF THE BIZARRE MURDERS IMMINENT (Page 132)
Contact has been cut off with all the officers in the Arklay Mountains and it has been discovered that there are survivors in the S.T.A.R.S. squad desperately trying to survive. According to reports, the officers appear to be in a mysterious mansion within the forest area on Raccoon's outskirts. Officials await their soonest possible return.

S.T.A.R.S. OFFICERS' SURVIVAL CONFIRMED
According to a communication sent to the P.D. investigation task force, it has been confirmed that Officer Vickers of A Team is in good health. He said he is the only officer aboard A Team's helicopter at present and that he is hovering in the sky above the mansion in order to verify the safety of his colleagues. At least some members of A Team have been confirmed to have entered the mansion and are believed to be engaging the hiding group of serial killers. Unfortunately, no contact with the mansion has been secured so the current situation and names of other survivors have not been confirmed. The investigation task force is considering dispatching support, but the situation inside is unknown and response must be taken with caution, increasing on-site frustration. With speculation that the monsters appearing in the mansion and its surroundings may be biological weapons becoming more and more realistic, there is no other choice but to hope that the S.T.A.R.S. squad will persevere with its capabilities in responding to biological and chemical warfare, but it seems the top brass of the police have a bad feeling. Currently in front of the police department, in addition to the press corps, a large number of citizens have gathered after receiving information from TV and radio news, and now await an announcement from the investigation task force. This paper very much hopes these excessively abnormal and shocking cases will be safely resolved and that S.T.A.R.S. will become a "star" of hope for us Raccoon citizens.
